What are Pre-Employment Transition Services (Pre-ETS)?

Bloom Consulting presents specialized career and college exploration training classes and camps, tailored to students aged 14-22 with disabilities. These programs are available year-round, including during the school year and summer break.


As a leading provider of Pre-Employment Transition Services (Pre-ETS) for individuals receiving special education and/or 504 supports within the 14 to 22 age range, our Pre-ETS program, known as 'On The Right Track,' is meticulously crafted to provide students with a comprehensive overview of all pre-employment transition goals. Our offerings encompass both school-year classes and engaging summer camps, along with hands-on work-based learning experiences. This holistic approach equips each student with the essential skills required for success in future employment or post-secondary education.

Program Details

On the Right Track

School-Year Services (Provided Statewide in Texas & Virginia) (Starting School year 2025 Idaho - North and South East Regions)

Our school-year instruction takes place on campus and is conducted by skilled facilitators appointed by Bloom Consulting, working in collaboration with the state vocational rehabilitation agency and the school district. These classes are tailored to align with individual student schedules and learning preferences. Typically spanning the entire academic year, our school-based Pre-ETS courses encompass all five essential goal areas, ensuring students acquire the vital skills they need 


Summer Camps (Provided in Montana, Nevada, Texas, Utah, Virginia, and Wyoming)

Students are grouped by career track, age, and skill levels from vocational assessments in order to partake in hands-on activities related to their chosen careers. These activities cover soft and hard skill development, postsecondary education exploration, and job market conditions. They include listening to guest speakers, researching educational options, and practicing key workplace skills like interviewing. 

Pre-ETS Transition Goals

Our Pre-Employment Transition Services (Pre-ETS) classes encompass five domains. They address various topics, including fostering positive workplace relationships, excelling in interviews, securing and retaining employment, and advocating for one's future. 


The Five Domains are:

  • Workplace Expectations & Hard Skills
  • Workplace Soft & Social Skills
  • Planning for Life after High School
  • Self Determination & Self-Advocacy

Payment Options

Bloom Consulting serves as a contracted Pre-ETS VR (Vocational Rehabilitation) provider in Montana, Nevada, Texas, Utah, Virginia, and Wyoming. This means that funding for our camps and classes may be an option if approved by a VR Counselor. Alternatively, families have the choice to privately fund their student's participation. Please note that Bloom Consulting is unable to advocate for VR funding on behalf of students in any situation.

Specific Activities of Focus

In our program, students engage in comprehensive career development activities, which encompass exploring interests, harnessing personal strengths, perfecting interview techniques, and developing vital pre-employment skills through guest speakers, site visits, and interactive learning sessions.

Our classes are designed to provide comprehensive insights into fostering healthy workplace relationships and gain a deeper understanding of the following crucial areas:


  • Self-Advocacy
  • Expected Social Behaviors
  • Social Media Etiquette
  • Internet Safety
  • Building Social & Workplace Relationships
  • Navigating Dating in the Workplace
  • Sexual Health and Development
  • Recognizing and Addressing Workplace Sexual Harassment, Abuse, and Extortion


These classes are led by experienced special educators with more than two decades of expertise in delivering sex education and health courses. Their extensive background spans both the public and private sectors of disability services and special education, where they have instructed diverse courses on health and sex education for individuals with disabilities of varying ages. With Master's Degrees in Education and rigorous training in sexuality, abuse prevention, self-advocacy, and disability health, our educators are dedicated to providing comprehensive, informed, and sensitive guidance."

 To attend our program, students need to meet the following criteria:

  • Age between 14-22
  • Enrollment in secondary or postsecondary education
  • A diagnosed disability
  • Ability to function effectively within a small student group of up to 6 without a one-on-one aide
  • Access to transportation to and from the service location, if it is not provided during the school day.


Our camps are tailored to accommodate a wide range of students, offering distinct curriculum tracks to meet diverse needs including:

  • A career track, suitable for lower-functioning students with limited reading ability who aim to enter the workforce directly.
  • Another career track, designed for students planning to enter the workforce directly or after completing a technical training program.
  • A college track, catering to intellectually higher functioning students who aspire to pursue a college degree.


Our program maintains a student-to-facilitator ratio of no more than 6 students to 1 facilitator. Each program location is supervised by a camp coordinator with a graduate-level background, responsible for providing administrative, behavioral, staff, and curriculum support. Additionally, we ensure the highest standards of safety and professionalism as all directors, coordinators, and facilitators undergo comprehensive background checks and training protocols before they engage with students or access their information 


 No, all participants are required to attend the entire session.
